The Executive Director or his designated representative is authorized to quote rates on other than labor or material not specifically covered herein, upon application.  Such quotations include, but are not limited to, establishment of new or initial rates and charges, and changes in existing rates and charges.  The Authority reserves the right to quote rates at its convenience and will not assume any responsibility whatsoever for failure to do so.
