To: Users of The Colonel’s Island Bulk Facility, Brunswick, GA

The Colonel’s Island Bulk Tariff 4-B is being revised, effective October 1, 2007. The details of these revisions are as followed:

Rule 34-305- Increasing storage rates ¼ cent per bushel. First increase in 2 years.

Rule 34-310- Increasing dockage rates 1 cent per GRT.

Rule 34-315- Dock maintenance charge increasing 5%

Rule 34-320- Line handling rates increasing 5%

Rule 34-325- Overtime increasing 5%

Rule 34-330- Railcar cleaning increasing 3.5%

Rule 34-335- Standby labor increasing 4.7%

Rule 34-340- Stevedore facility use fees increased two cents per linear foot.

Rule 34-343- Terminal Security Surcharge is increasing to $2.50 per linear foot.

Rule 34-345- Rates for treating, conditioning etc. are increasing ¼ cent per bushel.

Rule 34-350- Trimming rates are increasing one cent per ton, if manuel trimmed, and two cents per ton, if mechanically trimmed.

Rule 34-355- Vessel detention going up 5%.

Rule 34-360- Providing water for vessels is going up approximately 5% per ton, with the Minimum charge increasing by $10.00.

Rule 34-365- Weighing increasing approximately 5%

Rule 34-370- Wharfage is increasing approximately 5%.
